Passive RFID (RAIN / EPC Gen2) programmes fail budget reviews when procurement prices the reader and ignores the install stack. A fixed reader may be €600–€1,500; antennas €40–€200 each; but installed cost per dock portal commonly lands in the €1,200–€2,000 labour band (or roughly $1,500–$4,000 all-in per portal position in many markets) once you include mounting, PoE, shielding, tuning and live-load commissioning. What belongs in a honest bill of materials. Readers and 2–4 antennas per portal; RF cabling and connectors rated for the environment; near-field shielding between adjacent docks; PoE switches and a dedicated locating/OT VLAN; handhelds for exception handling; printers/encoders if you apply tags on site; middleware and WMS event mapping; tags at your real mix (commodity inlays vs on-metal / liquid); and a contingency line for structural work the survey will find.

Where quotes get padded. Over-specified portal counts (18 portals quoted for 12 doors), antenna counts copied from a datasheet instead of your door geometry, commissioning only on a quiet trial pallet, and “phase 2” integration never costed. Independent audits regularly remove 2–4 antennas from a 12-portal design and still hit 95–99%+ inbound read rates when tag orientation and shielding are done properly.

Best-practice install sequence. (1) Process map of where identity must be proven. (2) RF site survey with temporary antennas. (3) Portal design against actual door width/height and adjacent-door spacing. (4) Tag selection and placement trials on real SKUs. (5) Install and tune under peak inbound. (6) Parallel running for 1–2 weeks before acceptance. Single 12-dock sites often take 4–6 weeks end-to-end; multi-site rollouts 6–18 months.

Ceiling / phased-array Passive RFID (location-capable overhead arrays) sits in a different cost band — often €1,500–€3,500 hardware plus €1,500–€2,500 install per array — and should only be compared to portals when you truly need zone inference between docks, not just gate events.

Tag, exception and multi-site costs that belong in the Passive RFID model

Install labour per portal is only part of cash outflow. Model tag unit cost at your annual volume (commodity inlays vs specialty on-metal/liquid), tag application labour, handheld exception handling, printer/encoder consumables, and middleware licences. High-throughput DCs often discover that tags and labour dwarf readers by year two. Handhelds are not optional extras — they are how operators clear non-reads without stopping the dock.

Multi-site programmes should standardise portal drawings by door class, keep a shared spares kit, and sequence sites by expected read-rate risk (metal-heavy or mixed SKUs first). Budget a post-go-live tune window; adjacent-door cross-reads often appear only after peak season volumes arrive. Independent install audits that remove padded portals and antennas typically pay for themselves on the first building.

Acceptance should cite inbound/outbound read-rate bands (commonly targeting mid-to-high 90s% on designed flows), cross-read limits between docks, and WMS event success — not merely “system online.” Parallel-run for one to two weeks before turning off the old reconciliation process.
