
An independent technology adviser for public buyers and the firms that bid to them
For councils, agencies, transport bodies and emergency services, and for the integrators and contractors that bid for their work: independent help with hardware selection, site surveys, pilots and acceptance testing for RTLS, RFID and IoT. We don't sell hardware, so our advice stays independent.
Two sides of the same tender
- Public buyers who need an independent adviser: someone to write requirements, test what suppliers claim and check what is delivered.
- Bidders and integrators who need an independent specialist on the team for the locating, RFID or IoT part of a bid, as a named subcontractor.
We take one side per tender. If we advise the buyer, we do not join a bid for the same contract, and the other way round.
Where we help
Hardware selection
We compare technologies and products against the requirement, not a catalogue: UWB, BLE, passive and active RFID, GNSS, LoRaWAN, LTE-M and private 5G. Requirements are written as outcomes and test scenarios so several suppliers can compete. See supplier selection and RFP support.
Site surveys
We carry out the RF site survey ourselves: coverage, interference, mounting points and cable routes, recorded so every bidder can price on the same facts.
Pilots
A gated pilot on one site, with pass and fail criteria agreed in writing first. The results become the test scenarios in the tender.
Acceptance testing
We test the delivered system against the contract on the buyer’s side, and record what passed, what failed and what has to be fixed before sign-off.
Working as a subcontractor to integrators and contractors
Integrators often win public contracts that include a locating or RFID element they do not specialise in. We can join as an independent subcontractor for that part: technology choice, site survey, installation of the RF hardware, pilot and acceptance support.
- Our role is written down. Scope, deliverables and the line between our work and yours are set in the subcontract.
- We stay independent. We don't sell hardware or take commissions from vendors.
- We do not configure client networks or run production systems. The client’s IT team, or you as the integrator, keep those.
Working inside public procurement rules
- Your framework and process apply. We work within your procurement route, approvals and evaluation rules.
- Conflicts declared. We declare any earlier work with bidders or suppliers before we start.
- Records kept. Each recommendation is documented so the award can be explained and defended.
- Data protection and security planned in. Where tracking touches staff or the public, a data protection impact assessment comes first, and devices and software go through your security review.

Fees agreed in writing after scoping of £3k to £30k per project, depending on scope, or £1,200 a day for open-ended support. You get a written proposal with the price before any work starts.

Can you advise a public body and also bid with an integrator?
Not on the same contract. We take one side per tender, and we declare any earlier work with bidders or suppliers before we start.
Can you work as a subcontractor on a public contract?
Yes, for the locating, RFID or IoT part: technology choice, site survey, RF hardware installation, pilot and acceptance support. Our scope is set in the subcontract, so our advice stays independent on hardware.
Do you sell hardware or software?
No. We advise, specify, help run the selection and accept the system on your side. You buy hardware and services direct from the supplier; we don't resell them.
Who installs the system?
We carry out the RF site survey and do the cabling and fit your hardware ourselves. Occasionally a delivery partner may help, but only with your written agreement and under a written contract. Your IT team provisions the network connections; we do not configure your networks or run your production systems.
