The problem
Equipment without an engine has no power for a tracker. It gets rained on, de-iced and knocked, and it drifts between stands, piers and other handlers' areas. Time goes on searching during the turn, extra equipment gets bought or leased to cover what can't be found, and damage is hard to pin down.
