What buyers actually care about.
Permit-to-work that the door (or the zone) understands. Card readers know who swiped; they do not know who is still inside a hot work area, an arc-flash standoff, or a sterile suite after the permit expired. Buyers want live presence joined to certification and permit state.
Enforcement options that match risk. Soft alert, hard alarm, equipment interlock or access deny — chosen per zone, not as a single global mode. Nuisance alarms on soft boundaries destroy trust as fast as silent breaches destroy safety cases.
Contractors and visitors in the same model. Temporary badges, escort rules and time-boxed access are where most breaches happen. If the locating layer only covers permanent staff, the highest-risk population is invisible.
Audit without theatre. Every entry, dwell and breach should be reconstructable for HSE and security — without turning the system into continuous performance surveillance of ordinary work.
Where zone programmes fail.
PDF permits, live people. If permits live in a document system and presence lives in locating, nobody reconciles them at the boundary. The failure is organisational, then technical.
Wrong geometry. BLE presence “near” a zone is not a safety geofence. UWB or well-designed IR/LF portals belong on high-consequence boundaries; coarser presence is fine for soft areas. Mixing them up creates either false confidence or alert storms.
Interlocks nobody owns. Hooking locating to machine stop without OT change control, fail-safe design and operator training is worse than no interlock. Safety instrumented functions need engineering discipline, not a dashboard toggle.
Privacy and purpose creep. Zone enforcement for hazardous areas is legitimate; using the same feed for productivity scoring without consent and policy kills adoption and can breach GDPR/UK GDPR purpose limitation.
