How procurement teams actually use these templates

Strong RTLS/RFID procurements fail less often on radio physics than on ambiguous requirements, unweighted scorecards and TCO models that ignore calibration labour and SLA escalation. These templates exist to force those conversations before a preferred vendor writes your RFP for you.

Use the vendor questionnaire and scoring matrix to separate must-have accuracy under load from brochure peak accuracy. Use the TCO model to expose five-year software, spare tags, survey rework and managed-service tails. Use the acceptance plan so pilots cannot be declared successful on demo-day vibes.

If you are mid-RFP with an OEM-authored specification, run a red-team pass: strip brand-specific antenna counts, reopen technology lots (UWB vs BLE-AoA vs RFID), and re-weight integration and cybersecurity. That is where independence pays for itself.

Competitive and advisory substance behind each artefact

The scoring matrix mirrors criteria we see decide real awards: accuracy under production interference, install economics, API depth, security defaults, reference quality, exit costs and SLA conditioning. Weight them for your risk — hospitals overweight BAA and clinical workflow; plants overweight MES joins and OT segmentation.

The RF survey checklist prevents the classic under-scoped survey that blesses a design doomed in metal. The pilot acceptance plan ties go/no-go to 95th-percentile accuracy, latency, integration coverage and operator adoption — not average error in an empty aisle.

Templates are starting points. Populated against your environment (with gate criteria and vendor-neutral language) is a scoping deliverable we run in stage 1 when you want them defence-ready for works councils, IG or OEM customer audits.

What we deliberately leave out

You will not find a secret ranking that crowns a single RTLS brand. Markets move; site physics dominate; commercial terms matter. You will find questions that make weak platforms uncomfortable — shared admin accounts, missing audit trails, no EPCIS path, no Ex certificate schedule, no works-council mode.

Worked example: turning a template into an awardable RFP

A mid-size hospital group used the questionnaire and scoring matrix to reopen a single-source clinical RTLS preference. Weighting BAA terms, nurse UX and audit export above centimetre claims changed the shortlist. The TCO model exposed five-year software and battery lines the preferred vendor had omitted.

A Tier-1 automotive plant used the acceptance plan to fail a pilot that met average accuracy but missed 95th-percentile under metal load. That negative gate saved a plant-wide rollout. Templates work when governance backs them — not when they sit unused in SharePoint.

Maintenance and versioning of procurement packs

Revisit weights when scope changes — adding staff mustering mid-RFP changes privacy criteria entirely. Keep a changelog. Archive scored sheets for audit and for the inevitable challenge from an unsuccessful bidder.

Extended advisory notes for RTLS/RFID procurement

Templates are leverage only when someone with authority refuses to award without them. Put the scoring matrix in the RFP pack, publish weights, and require vendors to answer the questionnaire in a locked format so marketing essays cannot dodge criteria. Keep a clarification log.

For regulated industries, attach the relevant compliance challenge lists (HIPAA BAAs, GDPR DPIA inputs, ATEX certificate schedules, IATF CSR mapping, DSCSA EPCIS fidelity, Part 11 audit trails, IEC 62443 zone diagrams, AS9100 custody evidence). If a vendor cannot answer, they are not 'almost ready' — they are disqualified for that lot.

TCO honesty checks: include spare tags at 10–20% depending on loss environment, battery changes, survey rework after layout changes, integration retainers, and SLA credits that never offset your real downtime. Run NPV at your hurdle rate, not the vendor's.

Acceptance plans should name the environment (metal, moisture, people density), the percentile, the duration, and the operators who must complete tasks without trainer hovering. Demo booths are not acceptance.

When to call TRACIO: you inherited an OEM-authored RFP; your last pilot could not be scored; privacy/security arrived late; or two vendors are tied on price and you need an independent bake-off design. We populate templates against your site and leave competitive tension intact.

Maintenance: revise templates when technology lots change (for example adding LoRaWAN lone-worker to a UWB WIP programme). Version them. Losing the scored sheet is how debriefs become folklore.
